COSECAM Organized Orientation Workshop for Potential Applicants (Service Providers)
Phnom Penh: A Orientation Workshop for Service Providers for the Creating a Legal and Sustainable Environment for Trafficked Human Beings from and in Cambodia (CETHCam) Project was conducted by COSECAM on March 26, 2008 from 8:00 to 15:00 at the Goldiana Hotel.
Fifty-four participants attended the Workshop. Participants were members from the three coalition NGOs who are leading the CETHCam Project: COSECAM, Chab Dai and Ockenden Cambodia.
To open the Workshop, Mr. Tuon Vichet, Director of COSECAM welcomed participants, informed paticipants of the purpose of the Workshop and discussed some critical background information about the CETHCam Project. The purpose of the Workshop was to inform the participants how to apply for part of the funds supplied by the European Commission.
Ms. Sea Sovityea, Rehabilitation and Reintegration Program Officer of COSECAM presented an introduction to the Project, as well as discussing the major components of the project including budget, objectives, target areas, beneficiaries, actions and project implementation, policy formulation, structure and progress. Mr. John Vighen, Advisor of COSECAM, presented the model of the Coordinated Case Management of Victims of Exploitation (CCM) and discussed it's agency-base approach. Although this model has been implemented in Thailand, it is a new step for Cambodia. Please read the full CCM and agency-base approaches for more details about this.
Mr. Tuon Vicheth shared his experiences from his visits to Thailand where he learned about Thailand's anti-trafficking approaches such as CCM, and how to best implement them in Cambodia. While in Thailand, he made many important connections with relevant people working in trafficking organizations, shelters and ministries who shared their experiences about working with victims of trafficking with him. He also discussed the issue of child conflict with the law in Thailand and discussed some of the differences in approach between the two countries.
Mr. John Vighen then explained to participants how to complete the Concept Paper and Proposal Form in order to apply for a grant.. Participants were advised to first complete a Concept Paper and after a successful review from COSECAM, to then submit a Proposal Form. Participant's can submit a Concept Paper from April 8, 2008 till April 30, 2008. The Forms can be found at COSECAM Office or at http://www.cosecam.org.
Each participant was also asked to complete a questionnaire so that COSECAM ensures it follows the same processes and provides the same information to all participants.
At the end of the Workshop, Mr. Tuon Vicheth thanked participants for attending the Workshop wished participants success in their proposal submission.
