COSECAM Organized Delegate Meeting

There was one-day Delegate Meeting organized by COSECAM at Khemarak University workshop hall on October 27, 2008; which  attended by 28 participants including NGO member’s organizations and COSECAM staff.

The meeting aimed to update participants about COSECAM Programs with progress made over  the last 10 months, particularly the CETHCam project and the CCM pilot project, which are unique  to Cambodia. The meeting also introduced six new NGO’s applicants applying for COSECAM members.

To open the meeting, Mr. Tuon Vicheth, Coalition Director, welcomed all participants and briefly overviewed COSECAM’s progress since the last meeting happened in early March 2008. Mr. Vicheth stated that COSECAM has always focused on its motto that “one stick breaks easily but a bunch is unbreakable”, which represents the unity of working together to effectively protect and rescue children from trafficking and exploitation. He added that now COSECAM is taking the roles of coordinating capacity building and doing fundraising for its members.

Each program and unit such as Advocacy and Research, Institutional & Human Resource Development, Rehabilitation and Reintegration, CETHCam project presented its program overviews, activity achievements and future plans. At the end of each presentation, the presenters were asked questions by the participants concerning relevant issues.

At the last part of the meeting, six NGO’s Applicants – M’Lop Tapang, Vulnerable Children Assistance Organization (VCAO), Goutte D’eau Poi Pet, Homeland (MPK), CARAM Cambodia, and Our Home – that applied for COSECAM membership, were invited to present about their organization profile and program activities, financial sources to the meeting. There were questions raised by participants regarding each presentation. Afterward, the applicants invited to leave the meeting to allow participants discussing internally about the merit of each applicant.

Mr. Thong Phirum, COSECAM Administration Manager, briefly told the participants about the selection process. The COSECAM selection committee had previously checked out all application required documents, short-listed them and visited their offices and conducted interviews before recommending them to be presented in the delegate meeting.

Mr. Tuon Vicheth informed the participants that according to COSECAM policy, those applied for COSECAM members must be consensus voted by all the members attended the delegate meeting. Any single objection will lead to a failure of application. 

All participants referring to only those are NGO’s members of COSECAM were given ballot for voting either to accept or reject these six applications . As a result, five applicants were accepted as new COSECAM members with 11/11 votes. Meanwhile, the members suggested to postpone their decision till next meeting for one applicant. In the meantime, the selection committee needs to obtain more information about that applicant.

Finally, Mr. Vicheth thanked for all participants who took the valuable time and were dynamic to participate in this meeting, and he wished them success in their work and safely back home.
