COSECAM Launched Its New Project
The new project of COSECAM, Creating Legal and Sustainable Environment for Trafficked Human Beings From & In Cambodia (CETHCam), was officially launched on March 7, 2008 at 5 o’clock at Himawari Hotel, Phnom Penh .
The launching ceremony was attended by 64 distinguished guests from donor agencies, COSECAM members and partners, relevant ministries and the media.
Mr. Sok Sam Oeun, the Director of Cambodian Defenders Project and the President of COSECAM Board of Directors spoke at the launch and advised attendees that COSECAM in partnership with Chab Dai Coalition and Ockenden Cambodia has reached an agreement to implement the CETHCam Project in Cambodia. The Project is funded by The European Commission’s Aeneas programme through the Interchurch Organization for Development Cooperation of the Netherlands (ICCO) and will run from January 1, 2008 till December 31, 2010. He mentioned that in order to complete this important Project, COSECAM will be working closely with TAF/CTIP, UNICEF, IOM, ILO-IPEC, MSME-Cambodia and other relevant government institutions including MoWA, MoSAVY and MoI. Moreover, he added, that the project will focus on three major activities: strengthening of the institutional framework; capacity building and empowerment; and protection, recovery, rehabilitation and reintegration.
Mr. Rafael Dochao-Moreno, delegation of the European Commission to Cambodia indicated that the Project is going to be managed by ICCO and will be implemented by its partners in Cambodia. They will all act in collaboration with other local and international NGOs and the government, he said.
“This project is aiming at stemming irregular immigration and reduces human trafficking, in Cambodia and in the region, in particular for children and youth. It will establish a comprehensive approach amongst government and civil society key stakeholders to address these problems. The important issue of strengthening institutions, procedures and systems will be addressed with the final goals of protecting and generating sustainable income through decent work and reintegrate fully in their community and society."
Mr. John Vighen, Advisor to COSECAM informed attendees that the project primarily aims to improve cooperation among NGOs and government. He hoped that in the future, people in Cambodia will not see small children working on the street (ie selling flowers) who later may be the victims of child trafficking and exploitation. He hoped that the victims of domestic violence: children; women; and men will find support through the government system and with the help of NGOs.
